Providence Health & Services Technical Laboratory Supervisor - *$5,000 Sign-On Bonus* in Seaside, Oregon


Providence is calling a Technical Laboratory Supervisor to Providence Seaside Hospital in Seaside, OR. This is a full-time (1.0 FTE), rotating/variable shift position, primarily Monday - Friday.

We are seeking a Technical Laboratory Supervisor that will possess excellent technical skills and knowledge as well as the leadership abilities necessary to supervise all activities of the lab in the absence of the Laboratory Manager. Duties include, but are not limited to, orientation and training of employees, performing personnel evaluations, supervising and performing technical operations as assigned by the Laboratory Manager. The delivery of services must be performed in a highly cost-effective manner while maintaining appropriate licensures and conditions as required by CLIA, OSHA, CAP, the Quality Plan and the Laboratory Compliance Program. The incumbent must support the primary goals of the facility and its Manager to improve service to emergent and critically ill patients and, where appropriate, to meet production goals and timelines necessary to effectively compete in the outreach market.

The Technical Laboratory Supervisor coordinates activities across multiple departments, requires excellent communication skills as well as comfort with matrix management. Close attention to workflow, including those areas not directly managed (such as couriers, specimen processing, and phlebotomy) will be required.

The incumbent must maintain up-to-date knowledge of and competency with numerous Federal, State and other regulatory body compliance and safety regulations. Complexity of the job is evidenced by the performance of multiple tasks and use of computer applications. The incumbent must be able to think independently and make decisions in a fast-paced environment. The incumbent must provide superior Service Excellence, utilizing good judgment that meets or exceeds the expectations of patients, visitors, physicians and Providence Health & Services staff.

The incumbent is expected to possess an understanding of the PH&S and the Regional Core Laboratory goals and strategies.

In this position you will have the following responsibilities:

  • Laboratory Compliance:

  • Demonstrate competency in compliance by carrying out personal responsibilities required by the PH&S Laboratory Compliance Plan, including annual training

  • Maintain knowledge of and ensures technical areas are at inspection readiness necessary to meet all regulatory requirements associated with CLIA, OSHA, JACHO and CAP

  • Technical Skills:

  • Demonstrate competent performance in a minimum of 2 clinical specialties, with general knowledge and abilities in all clinical disciplines

  • Maintain bench skills to meet the stewardship goals of the department

  • Perform and documents scheduled and unscheduled maintenance on laboratory instrumentation as assigned

  • Monitor the standards of accuracy, precision, and efficiency in the performance of tests or the operation of equipment in specialty areas

  • Possess in-depth technical and theoretical knowledge of instruments and/or procedures, acting as a technical resource for others

  • Correlate data (clerical and technical) and monitors test results for reasonableness. Detects discrepancies and assists in resolution

  • Assist with the development or revision of procedures and the evaluation of methodologies / instruments for precision, accuracy and cost efficiency in concert with fellow supervisors

  • Establish workflow processes for newly implemented procedures

  • Leadership:

  • Develop, communicate and evaluate all direct reports for acceptable performance achievement consistent with goals of the laboratory organization and job description criteria

  • Take action to solve problems without waiting for direction, providing constructive resolution and succinct summary to peers and manager

  • Support regional goals in change management, assisting and educating staff as needed

  • Address evening and night shift concerns in positive manner, providing direction and communication for staff

  • Support the activities of the Lab Operations Manager as necessary to achieve budgeted revenue and expense targets and to meet the goals of the regional laboratories

  • Identify, interviews and recommends for hiring as needed within budget and/or management guidelines

  • Ensure appropriate communications are maintained with employees through written and verbal means

  • Ensure completion of the daily operations report.

  • Quality Assessment:

  • Perform root cause analysis on all service and quality failures originating during second and third shifts

  • Identify and remediate within the scope of the position authority

  • Independently identify and resolve progressively complex testing discrepancies and specimen integrity issues and is able to troubleshoot, resolve and document variances to ensure continuous quality improvement

  • Accurately ensure performance and documentation of calibration of instruments and QC of reagents/media according to policy

  • Ensure all quality control procedures are performed prior to patient testing as appropriate

  • Prepare weekly / monthly QC reports, as assigned

  • Monitor trends and variations with QC data

  • Recognize areas for improvement within the clinical setting; seeks out and develops quality improvement projects

  • Act as a resource for others regarding QA concerns

  • Participate in and monitors staff participation in quality assurance programs to ensure accuracy, timeliness, and validity of results, and to promote quality improvement

  • Seek problem resolution in conjunction with peers and regional managers to develop systematic improvements affecting area of responsibility

  • Productivity:

  • Constantly evaluate and monitor workload and staffing in order to improve productivity and efficiency, striving to meet the expectations of PH&S as they relate to stewardship

  • Make effective scheduling decisions while minimizing budgetary impact

  • Business Knowledge:

  • Understand and support FTE / budget requirements for evening and night shifts

  • Understand and support principles of quality improvement, efficiency and Service Excellence

  • Develop long-term strategies for the Laboratory capitalizing on use of human resources, equipment and automation

  • Suggest changes that improve services, quality or safety and/or reduce costs

  • Demonstrate safe laboratory work practices and appropriate use of PPE (Personal Protective Equipment), ensures compliance with PH&S laboratory safety and emergency management policies

  • Knowledge Acquisition:

  • Provide clinical orientation and training of students and new hires and coordinates staff development for section

  • Establish and monitor direct reports compliance for required competencies

  • Learn new procedures and/or assignments in established time frame. Implements changes and mentors direct reports, ensuring documentation and competence of staff


Required qualifications for this position includes:

  • Coursework/Training: Documented leadership coursework

  • MT(ASCP) / CLS (NCA) certification or equivalent from a national certifying agency

  • Five (5) years of Progressive technical laboratory experience in a high volume acute-care facility

  • Demonstrated outstanding Service Excellence experience

  • Demonstrate experience with State and Federal and other regulatory Compliance regulations including CMS (Centers for Medicare & Medicaid Services), CAP, JCAHO, CLIA, EMTALA

Preferred qualifications for this position include:

  • Supervisory experience
