We are looking for a PACS Technology Manager for the Radiology Administration Department at Mission Hospital Regional Medical Center.

Location: Mission Viejo, CA (Travel will be required to other hospitals in the region)

Work Schedule: Full Time - 80 Biweekly Hours

Shift: 8-hour, Days

Job Summary:

The PACS Manager plans and implements the overall Picture Archiving and Communication System policies, procedures, and services in each of the Southern CA ministries. Coordinate with all radiologists and perform troubleshoot on systems and administer everyday activities of PACS system. Install and provide support to remote workstations and monitor all complex application administration and perform tests on same and recommend changes to improve working of PACS unit.

Analyze user processes and ensure optimal utilization of same and provide end user support at all times. Monitor all tasks and resolve all issues related to PACS applications and associate equipment, perform troubleshoot on all moderate and complex issues and provide appropriate feedback. Maintain knowledge on all PACS systems and work processes and monitor all logs for error in applications. Coordinate with vendors and various departments to resolve all issues and perform troubleshoot on PACS system to provide application support and maintain system tables. Analyze and design various user access applications and ensure data security and ensure effective configuration changes to all applications. Ensure compliance to standard operating procedures for all applications and install and upgrade all projects. Monitor all system performance and ensure maintenance of all quality control programs. Provide training to all new users and vendors for all PACS systems.

The role of the PACS Manager is to plan, execute, and finalize projects according to strict deadlines and within budget.

Timely reporting and communication to the So CA Regional Imaging Executive Director. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The Manager will also collaborate and define project's objectives and oversee quality control throughout its life cycle.

Essential Functions:

  • In coordination with the Imaging Regional Executive Director, organizes monitors and implements information system projects. Provides support to lead technologists as appropriate.

  • Responsible for collaborative analysis, system design, development, and support of the various complex computer applications and systems. Monitors accuracy of system database information.

  • Oversees applications security, maintains both internally developed and vendor supplied executable within the appropriate paths.

  • Coordinate communications with Information Services Department, BioMedical Department, and vendors for troubleshooting application problems.

  • Ensures all equipment is in working order and takes appropriate action when repairs are needed. Places calls for equipment service. Reports incidences of equipment failure, irregularities in equipment performance, and equipment in disrepair to proper repair company for correction of incident.

  • Works closely with Information Services and Enterprise PACS team to ensure tight integration of PACS with institutional clinical information strategy.

  • Maintains a current working knowledge of changes in technology and regulations. Assesses user needs and provide feedback to management and/or vendor for future product growth and development.

  • Assists in the development and implementation of a quality management plan for PACS.

  • Conducts system demonstrations. Participates in monthly PACS team and leadership meetings and prepares progress reports.

  • Willingly performs other related duties outside immediate work area as assigned or required.

  • Direct and manage Imaging PACS/IT project development from beginning to end, with associated documentation.

  • Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.

  • Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.

  • Identify and resolve issues and conflicts within the PACS team.

  • Identify and manage project dependencies and critical path.

  • Plan and schedule project timelines and milestones using appropriate tools, while tracking deliverables.

  • Develop and deliver progress reports, proposals, requirements documentation, and presentations.

  • Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.

  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans.

  • Develop best practices and tools for project execution and management.

  • Documentation/Information Management:

  • Demonstrates working knowledge of information/communications systems and associated hardware.

  • Manages and reviews system utilization, error and turn around reports. Ensures accuracy of system database and maintain updated information.

  • Ensures that sensitive information including, but not limited to, patient records, charts, hospital documents and employee information is kept confidential without exception.

  • Development:

  • Develops and initiates a PACS training program for physicians and staff to ensure staff knowledge and practice consistency.

  • Develops and initiates PACS core competencies for staff training and evaluation.

  • Develops core staff skills to assist on off shift troubleshooting.

  • Manages on-going training initiative for new personnel and system upgrades. Conducts demonstrations.

  • Assumes responsibility and accountability for professional growth. Attends internal and external educational seminars to enhance his/her own education. Assumes responsibility for maintaining current CPR, PPD, TeamCare, age specific and required license.

  • Competency Charting/Performance Improvement:

  • Is knowledgeable of hospital-wide of Performance/Process Improvement (P.I.) Methodology as a condition of employment.

  • Develop and implement a quality control program to ensure equipment is maintained and handled properly.

  • Offers suggestions and actively participates in departmental and/or hospital-wide Performance/Process Improvement.

  • Budget Responsibilities:

  • Maintains operations of the department/service within budget parameters. Actively involves staff and physicians in cost containment.

  • Maintains high productivity and performs efficiently regardless of whether the work volume is high or low. Appropriately prioritizes work activities.

  • Actively participates in the development of capital and equipment budgets, equipment modification, and new equipment.

  • Explorer or Netscape Navigator required; familiarity with radiology information systems applications preferred.

  • Baseline understanding of DICOM, networking, image data transfer and storage.

  • Strong operation background along with workflow knowledge and assessment and training abilities.

  • Off schedule hours may be required in meet operational needs and project deadlines.

  • Sitting for extended periods of time.

  • Dexterity of hands and fingers to operate a computer keyboard, mouse, and other devices and objects.

  • Physically able to participate in training sessions, presentations, and meetings.

  • Some travel may be required for the purpose of meeting with clients, stakeholders, or off-site personnel/management.

  • Must behave as a motivational servant leader as evidenced by caregiver engagement.

Minimum Position Requirements:

Education: Bachelor's Degree in IT or Health related field, within 36 months of hire date.

Experience:

  • Two (2) years relevant experience in a Computer Technology setting.

  • Two (2) years prior Management experience

Preferred Position Qualifications:

Education: Coursework/Training - Cert PACS Associate (CPA), OR Cert DICOM Integration Prof (CDIP), OR Cert. PACS Sys Analyst (CPSA), OR Cert Imaging Info Prof. (IIP) Within 12 months of hire date.
